Abstract:Članek analizira reorganizacijo kapitalističnega gospodarstva ZDA v obdobju pred in med drugo svetovno vojno ter po njej. V nasprotju z interpretacijami, ki v vojnem gospodarstvu vidijo dokaz učinkovitosti keynesijanizma, članek razvija argument, da so se keynesovski ekonomski ukrepi, ki jih kapitalistične države običajno sprejemajo v času miru, med vojno izkazali za neučinkovite. V nasprotju z New Dealom vojno gospodarstvo ZDA ni temeljilo na keynesijanskih politikah spodbujanja zasebnih investicij z državno potrošnjo, temveč na nadomestitvi tržnih mehanizmov koordinacije proizvodnje s centralnim državnim planiranjem. Rekordne stopnje gospodarske rasti in zaposlenosti, ki so jih ZDA dosegle med vojno, so slonele na podružbljanju potrošnje, produkcije, znanosti in tehnološkega razvoja, brez katerega tudi povojna »zlata doba kapitalizma« ne bi bila mogoča. Vojno gospodarstvo ZDA po eni strani priča o superiornosti planske koordinacije javnih investicij in produkcije pred tržnimi mehanizmi koordinacije zasebnih investicij pri hitrem razvoju produkcijskih sil družbe. Po drugi strani pa potrjuje, da kapitalistične države planske mehanizme v prevladujočem obsegu uporabljajo predvsem za preusmerjanje produkcijskih sil družbe v industrijo množičnega uničevanja in smrti, ko se počutijo bistveno ogrožene.

Title:Keynesianism and State Planning : The Case of the U. S. War Economy
Abstract:The article analyzes the reorganization of the capitalist economy of the United States in the period before, during, and after the Second World War. In contrast to interpretations that see the wartime economy as proof of the effectiveness of Keynesianism, it develops the argument that Keynesian economic measures, typically adopted by capitalist states in peacetime, proved ineffective under wartime conditions. In contrast to the New Deal, the U.S. wartime economy did not rest on Keynesian policies of stimulating private investment through state expenditure, but on the replacement of market mechanisms of production coordination with centralized state planning. The record levels of economic growth and employment achieved by the United States during the war were based on the socialization of consumption, production, science, and technological development, without which the post-war “golden age of capitalism” would not have been possible. On the one hand, the U.S. wartime economy testifies to the superiority of planned coordination of public investment and production over market coordination of private investment in the rapid development of the productive forces of society. On the other hand, it confirms that capitalist states use planning mechanisms predominantly to redirect society’s productive forces into industries of mass destruction and death when there is a perceived fundamental threat.
