Abstract:Članek preko primera slovenske migracijske politike (1991–2021) analizira domet koncepta »aktivnega proizvajanja nemoči«. Trdi, da tako nemoč in pasivizacija znotraj politične sfere kot tudi sistematično izkoriščanje migrantov niso naključni pojavi, temveč rezultat treh medsebojno povezanih aktivnih mehanizmov: strukturnih (birokracija, zakonodaja), diskurzivnih (mit o majhnosti države in sekuritizacija migracij) in političnih (kooptacija demokratičnih orodij). Skozi analizo teh mehanizmov članek analizira, kako t. i. demokratične institucije vzdržujejo status quo in onemogočajo transformativne spremembe, ter s tem prispeva k razpravi o krizi liberalne demokracije v splošnem. V samem jedru članek razpravlja, kako se v slovenskem kontekstu manifestira proces »aktivnega proizvajanja nemoči«, kako delujejo glavni strukturni, diskurzivni in politični mehanizmi za vzdrževanje nemoči ter deloma zakaj so tradicionalna demokratična orodja neučinkovita za doseganje sprememb.

Title:Discourse, Power, and Political Space : Actively Producing Powerlessness in the Case of Migration
Abstract:The article analyzes the applicability of the concept of “active production of powerlessness” using the example of Slovenian migration policy (1991-2021). It argues that powerlessness and passivization within the political sphere as well as the systematic exploitation of migrants are not random phenomena, but the result of three interconnected active mechanisms: structural (bureaucracy, legislation), discursive (the myth of the small state and the securitization of migration), and political (co-optation of democratic tools). Through the analysis of these mechanisms, the article analyzes how so-called democratic institutions maintain the status quo and prevent transformative changes, thereby contributing to the debate on the crisis of liberal democracy in general. At the same core, the article discusses how the process of »active production of powerlessness« manifests itself in the Slovenian context, how the main structural, discursive, and political mechanisms for maintaining powerlessness operate, and in part why traditional democratic tools are deemed ineffective for achieving change.
