Title:Ocena potresne ogroženosti stavb sodišč v Sloveniji

Abstract:V prispevku so predstavljeni namen in program raziskovalnega projekta Strateške podlage za zmanjšanje potresne ogroženosti stavb pravosodja v Sloveniji ter bistveni dosedanji rezultati. Opisu značilnosti obravnavanih 76 stavb sodišč v Sloveniji in kratkemu povzetku uporabljenih metod sledi predstavitev rezultatov izdelanih ocen potresne ogroženosti obravnavanih stavb s komentarjem. Stavbe so raznolike glede na tip konstrukcije, število nadstropij, starost in potresno nevarnost lokacij, na katerih stojijo. Razvrstitev stavb je bila izvedena glede na dva kazalnika potresne ogroženosti. Prvi je razmerje med ocenjeno vrednostjo koeficienta potresne odpornosti SRCu-np in vrednostjo koeficienta projektne potresne obtežbe BSCd, ki upošteva zahteve standarda Evrokod 8 in Novo karto potresne nevarnosti iz leta 2021. Drugi kazalnik pa je z modelom POTROG ocenjena verjetnost, da bo stavba v primeru potresa po Karti intenzitete iz leta 2011 utrpela poškodovanost kategorij 3, 4 ali 5 (tj. najmanj kategorije 3) po Evropski potresni lestvici EMS-98. Istih pet stavb je prepoznanih kot potresno najbolj ogroženih po obeh parametrih. Vseh pet je zidanih in zgrajenih pred uveljavitvijo prvih potresnih predpisov. Dve najbolj ogroženi armiranobetonski stavbi sta na 11. in 23. mestu po prvem oziroma na 15. in 16. mestu po drugem parametru. Druga od njiju je bila zgrajena pred uvedbo prvih potresnih predpisov, prva pa po njej. V zadnjem delu prispevka so kot del predstavitve metodologije projekta na primeru stavbe konkretnega sodišča predstavljeni rezultati podrobnih potresnih analiz izbrane stavbe, to je potisnih analiz, izvedenih na podlagi podrobnega pregleda in preiskav stavbe, ki služijo za natančno oceno potresne odpornosti stavbe v obstoječem in različnih variantah utrjenega stanja.

Title:Seismic risk assessment of courthouse buildings in Slovenia
Abstract:The article presents the purpose and the program of the research project "Strategic basis for the reduction of seismic risk of courthouse buildings in Slovenia", together with main results. The description of the main characteristics of 76 courthouse buildings in Slovenia is followed by a summary of the methods used, as well as the presentation and discussion of the obtained results of the seismic risk assessments of the buildings under consideration. The buildings are diverse in terms of the structural type, the number of floors, the age and the seismic hazard of their locations. The classification of buildings was carried out using two seismic risk indicators. The first one is the ratio between the estimated value of the seismic resistance coefficient SRCu-np and the value of the design base shear coefficient BSCd, which takes into account the requirements of Eurocode 8 and the New Seismic Hazard Map from 2021. The second indicator is the probability, estimated using the POTROG model, that the building will suffer damage of grade 3, 4 or 5 (i.e. at least grade 3) according to the European Seismic Scale EMS-98 if hit by an earthquake according to the 2011 Intensity Map. The same five buildings are at the top of the list in terms of seismic risk according to both parameters. All five are masonry buildings and were constructed before the implementation of the first seismic codes. Two reinforced concrete buildings with the highest seismic risk are in 11th and 23rd place according to the first, or in 15th and 16th place according to the second parameter. The second of them was built before, and the first after the introduction of the first seismic regulations. The final part of the article outlines the methodological framework adopted within the project for conducting detailed seismic resistance assessments of selected reference buildings. This is exemplified by the case study of the courthouse building in Sevnica, comprising a description of the structural characteristics of the analysed building, the performed in-situ investigations and experimental tests, as well as the results of the global seismic performance evaluation in its existing condition and under various strengthening schemes.
