Abstract:Prispevek se omejuje na oris razvoja sistema gozdnogospodarskega načrtovanja na ozemlju Slovenije. Zgodovinski pregled je pokazal, da so na ozemlju zdajšnje države začeli urejati gozdove zgodaj. Sprva je prevladovala nemška šola, proti koncu 19. stoletja pa se je začelo razvijati domače gozdarsko znanje, ki je temeljilo na zastornem, skupinsko postopnem in prebiralnem gospodarjenju. Vse do l. 1940 je bilo načrtovanje z vidika znanja in koncepta primerljivo s srednjeevropskim. Od leta 1945 do 1991, v času nedemokratičnega komunističnega sistema, je bilo gozdnogospodarsko načrtovanje del centralno planskega gospodarjenja. To gozdarsko načrtovanje je bilo relativno dobro razvito samo v delu, ki je zadeval pridobivanje in interpretacijo podatkov o gozdu, v preostalih delih, kot so organizacija načrtovanja, spoštovanje ekonomskih zakonitosti in način odločanja, pa je bilo nedemokratično in neracionalno. Zdajšnji sistem gozdnogospodarskega načrtovanja je še vedno v tranziciji. Medtem ko je bil sistem tehnološko in vsebinsko posodobljen, pa organizacija načrtovanja, informacijska in ekonomska racionalnost ter način odločanja še naprej odsevajo prejšnji družbeni red in čakajo na posodobitev.

Title:Slovenia's forest management planning at the crossroad : the history of forest management planning : (part one)
Abstract:This article presents the outline of the development of the forest management planning system in Slovenia. The history overview has shown an early beginning of managing forests on the territory of the present Slovenia. Initially, the German school had prevailed, but at the end of the 19th century, the local forestry knowledge, based on the shelterwood, expanding-gap, and selection management, began to develop. In view of knowledge and concept, planning has been comparable to the Central European systems until 1940. From 1945 to 1991, in the period of the undemocratic communist system, forest management planning was a part of the central planned economy. This forestry planning was relatively well developed only in the part concerning acquiring and interpreting data on forest, but in all other parts, i.e. organization of planning, appreciation of laws of economy, and ways of decision making, it was irrational and undemocratic. The present forest management planning system is still in transition. While the system has been updated in view of technology and addressed topics, organization of planning, information and economic rationality, and ways of decision making still reflect the past social-economic system and wait for updating.
