Title:Celovita presoja vplivov na okolje – izkušnje s priprave območnih gozdnogospodarskih in lovsko upravljavskih načrtov 2021–2030

Abstract:Celovita presoja vplivov na okolje (CPVO) je postopek, s katerim je mogoče ugotoviti in oceniti vplive načrtovanih ukrepov načrta na okolje ter vključenost zahtev drugih inštitucij v načrt. Skladno z Zakonom o varstvu okolja (ZVO-2) je treba CPVO izvesti tudi za načrte s področja gozdarstva. V okviru obnove območnih gozdnogospodarskih načrtov (GGN GGO 2021–2030) ter lovsko upravljavskih načrtov (LUN LUO 2021–2030) je bil za omenjene načrte prvič izveden postopek CPVO, in sicer en postopek za vseh štirinajst GGN GGO 2021–2030 ter en postopek za petnajst LUN LUO 2021–2030. Postopek CPVO se je začel z vsebinjenjem, v okviru katerega je bila na podlagi opredelitve pomembnih vplivov plana skupaj s pristojnim ministrstvom in mnenjedajalci sprejeta odločitev o vsebinah, ki se bodo presojale v nadaljevanju postopka CPVO. Za vsak sklop načrtov je bilo pripravljeno okoljsko poročilo z dodatkom, v katerem so se opredelili, opisali in ovrednotili pomembni vplivi izvedbe obeh sklopov načrtov na okolje, ohranjanje narave, varstvo človekovega zdravja in kulturne dediščine. Vpliv izvedbe GGN GGO 2021–2030 na okoljska cilja Trajnostna raba in varstvo naravnih virov ter Blaženje in prilagajanje na podnebne spremembe je bil zaradi številnih pozitivnih učinkov načrtov ocenjen kot pozitiven (ocena A). Vpliv izvedbe GGN GGO 2021–2030 na okoljska cilja Ohranjena kulturna dediščina in Ohranjena narava je bil zaradi nekaterih pomanjkljivosti v načrtih ocenjen kot C – nebistven vpliv ob upoštevanju omilitvenih ukrepov. Ocenjeno je bilo, da bodo z izvedbo vsakega LUN LUO 2021–2030 nastali nebistveni negativni vplivi (ocena B) na okoljski cilj Trajnostna raba in varstvo naravnih virov in da bo vpliv izvedbe vseh petnajstih LUN LUO 2021–2030 na okoljski cilj Ohranjena narava nebistven zaradi izvedbe omilitvenih ukrepov (ocena C). V obeh okoljskih poročilih so bili navedeni omilitveni ukrepi, ki so bili vgrajeni v osnutke načrtov. CPVO je dolgotrajen in zapleten postopek, ki znatno podaljšuje čas sprejemanja območnih načrtov. Vendar pa zaradi poglobljene presoje mnenjedajalcev in presojevalcev daje načrtom bistveno večjo težo. Hkrati se s CPVO izboljšuje vpetost gozdarskega in lovskega načrtovanja v okoljsko politiko Slovenije, kar daje obema sektorjema večjo veljavo.

Title:The strategic environmental assessment – experience from the preparation of regional forest management and game management plans 2021–2030
Abstract:Strategic environmental assessment (SEA) is a procedure aimed at identifying and assessing the impacts of a plan in order to ensure that the principles of sustainable development, integrity and prevention are implemented. In accordance with the Law on protection of the environment (ZVO-2), SEA must also be carried out for plans in the field of forestry. In the frame of revision of regional forest management (GGN GGO 2021–2030) and game management plans (LUN LUO 2021–2030), SEA was carried out, namely one for all 14 GGN GGO 2021–2030 and one for 15 LUN LUO 2021–2030. SEA procedure started with the scoping, in the context of which decisions on the issues that were to be assessed in the latter stages of the SEA were determined together with competent ministry and the opinion makers. For each set of plans, an environmental report including appropriate assessment was drafted, in which the important impacts of the implementation of both sets of plans on the environment, nature conservation, protection of human health and cultural heritage were defined, described and assessed. The impact of the implementation of GGN GGO 2021–2030 on the environmental objectives Sustainable use and protection of natural resources and Mitigation and adaptation to climate changes was assessed as positive (grade A) due to many positive impacts of the plans. The impact of the implementation of GGN GGO 2021–2030 on the environmental objectives Preserved cultural heritage and Preserved nature was assessed with the grade C (non-material impact due to the implementation of mitigation measures) due to some shortcomings in the plans. It was assessed that the implementation of each LUN LUO 2021–2030 will lead to nonmaterial impacts (grade B) on the environmental objective Sustainable use and protection of natural resources and that the implementation of 15 LUN LUO 2021–2030 on the environmental objective Preserved nature will be non-material due to the implementation of mitigation measures (grade C). The defined mitigation measures were integrated into the draft plans. SEA is a long-term and complex procedure, which significantly prolongs the period of adaptation of plans. However, it gives more weight to the plans due to the in-depth assessment by opinion makers and assessors. In addition, SEA improves the inclusion of forestry and game management planning in the environmental policy of Slovenia, which gives both sectors greater validity.
