The concept and recognition of minorities in the practice of UN treaty bodies : a case study from the Alpine Adriatic Pannonian area

Povzetek: International law regularly operates with the term ‘minorities’ and related concepts when recognizing group specific rights, without actually setting out definitions on the protected groups. However, while the law itself is largely silent on the issue of conceptualization, the practice of monitoring organs can provide guidance in this regard. Therefore, this paper draws on the comparative legal analysis of the case law of UN human rights treaty bodies. Specifically, concluding observations on State reports will be analysed in the context of the Alpine Adriatic Pannonian area, including Slovenia and its neighbours as well as other former states of Yugoslavia. The paper aims to show the emerging consensus within the approaches of the individual treaty bodies, and to identify elements of the minority concept which appear systematically in the practice of all treaty bodies in the examined region, therefore contributing to the conceptualization of minorities in the framework of international human rights law.

First confirmation of variegated molehopper Xya variegata (Latreille, 1809) (Orthoptera: Tridactylidae) occuring in Slovenia

Povzetek: The occurrence of the variegated molehopper Xya variegata in Slovenia is confirmed unambiguously for the first time, based on observations of adults and larvae on 24. 3. 2023 and 2. 6. 2023 on the banks of a gravel pit along the Mura River, east of Petišovci in the Prekmurje region, northeastern Slovenia. Thus, the previously doubtful inclusion of the species in the checklist of Slovenian Orthoptera is now justified. Further research is needed to improve knowledge of its distribution and biology. A detailed assessment of the threat status and planning of conservation measures for this threatened and ecologically highly specialised grasshopper species should also be carried out.

First implementation of the MediSkew index in the Cymodocea nodosa meadows of the Boka Kotorska Bay (Montenegro) and assessment of the ecological status

Povzetek: The seagrass Cymodocea nodosa is a protected species and one of the most important habitat engineers in the Mediterranean Sea. Therefore, the assessment of the status of its meadows is of great importance for the planning of conservation measures, and the implementation of the Water Framework Directive (WFD) and the Marine Strategy Framework Directive (MSFD). This is of special importance in the areas where Posidonia oceanica is not present or does not dominate, as it is the case of the Boka Kotorska. The MediSkew index which has already been successfully implemented in the northern Adriatic Sea was for the first time tested in the Boka Kotorska Bay (southern Adriatic Sea). First results show that the ecological status at five sites is very good and good, while the status at one site is moderate. Furthermore, the MediSkew index is applicable in different geographical areas and it is sensitive to different environmental conditions, so the application of this methodology is strongly recommended for further monitoring of Cymodocea meadows and assessment of the ecological status.

Supporting teachers’ social and emotional competencies and diversity awareness in the future : implications for educational policies and practices

Povzetek: The chapter is based on summarised findings of both the HAND in HAND: Empowering Teachers Across Europe to Deal with Social, Emotional and Diversity-Related Career Challenges policy experiment (presented in volume 1) and analyses of current European Union and national policy frameworks (presented in this volume), and elaborates on the conditions needed to ensure the scalability, transferability and thus sustainability of the HAND in HAND: Empowering Teachers Across Europe to Deal with Social, Emotional and Diversity-Related Career Challenges project outcomes and the systematic policy and political support needed on the European Union and national levels. It sets out 39 guidelines organised in 5 areas: 1) Including social and emotional and diversity awareness content in teachers’ professional development; 2) Supporting the development and implementation of teachers’ social and emotional competencies and diversity awareness programmes; 3) Considering the role of working conditions in teachers’ well-being; 4) Enhancing teachers’ professional status in society; and 5) Improving policy frameworks for supporting teachers’ social and emotional competencies and diversity awareness on all levels of the European Union’s multi-level governance. While considering the differences in current national policy arrangements and challenges to teachers’ well-being and the development of their social and emotional competencies and diversity awareness in the HAND in HAND: Empowering Teachers Across Europe to Deal with Social, Emotional and Diversity-Related Career Challenges project field-trial countries (Austria, Croatia, Portugal, Slovenia, Sweden), the chapter also introduces specific guidelines concerning ways to foster teachers’ SEDA development in their respective national contexts.

Proficiency testing and cross-laboratory method comparison to support standardisation of diatom DNA metabarcoding for freshwater biomonitoring

Povzetek: DNA metabarcoding of benthic diatoms has been successfully applied for biomonitoring at the national scale and can now be considered technically ready for routine application. However, protocols and methods still vary between and within countries, limiting their transferability and the comparability of results. In order to overcome this, routine use of DNA metabarcoding for diatom biomonitoring requires knowledge of the sources of variability introduced by the different steps of the procedure. Here, we examine how elements of routine procedures contribute to variability between European laboratories. A set of four experiments were performed focusing on DNA extraction and PCR amplification steps to evaluate their reproducibility between different laboratories and the variability introduced by different protocols currently applied by the scientific community. Under the guidance of a reference laboratory, 17 participants from 14 countries performed DNA extraction and PCR amplification in parallel, using the same fixed protocol and their own choice of protocol. Experiments were performed by each participant on a set of standardised DNA and biofilm samples (river, lake and mock community) to investigate potential systematic and random errors. Our results revealed the successful transferability of a protocol amongst labs and a highly similar and consistent ecological assessment outcome obtained regardless of the protocols used by each participant. We propose an “all for one but prove them all” strategy, suggesting that distinct protocols can be used within the scientific community, as long as their consistency is be proven by following minimum standard requirements.

Structural and functional responses of harpacticoid copepods to anoxia in the Northern Adriatic: an experimental approach

Povzetek: Combined in situ and laboratory studies were conducted to document the effects of anoxia on the structure and functioning of meiobenthic communities, with special focus on harpacticoid copepods. In a first step, anoxia was created artificially by means of an underwater chamber at 24 m depth in the Northern Adriatic, Gulf of Trieste (Mediterranean). Nematodes were found as the most abundant taxon, followed by harpacticoid copepods. While nematode densities were not affected by treatment (anoxia/normoxia) or sediment depth, these factors had a significant impact on copepod abundances. Harpacticoid copepod family diversity, in contrast, was not affected by anoxic conditions, only by depth. Ectinosomatidae and Cletodidae were most abundant in both normoxic and anoxic samples. The functional response of harpacticoid copepods to anoxia was studied in a laboratory tracer experiment by adding 13C pre-labelled diatoms to sediment cores in order to test (1) if there is a difference in food uptake by copepods under normoxic and anoxic conditions and (2) whether initial (normoxia) feeding of harpacticoid copepods on diatoms results in a better survival of copepods in subsequent anoxic conditions. Independent of the addition of diatoms, there was a higher survival rate in normoxia than anoxia. The supply of additional food did not result in a higher survival rate of copepods in anoxia, which might be explained by the presence of a nutritionally better food source and/or a lack of starvation before adding the diatoms. However, there was a reduced grazing pressure by copepods on diatoms in anoxic conditions. This resulted in a modified fatty acid composition of the sediment. We concluded that anoxia not only impacts the survival of consumers (direct effect) but also of primary producers (indirect effect), with important implications for the recovery phase.

CellTracker Green labelling vs. Rose Bengal staining: CTG wins by points in distinguishing living from dead anoxia-impacted copepods and nematods

Povzetek: Hypoxia and anoxia have become a key threat to shallow coastal seas. Much is known about their impact on macrofauna, less on meiofauna. In an attempt to shed more light on the latter group, in particular from a process-oriented view, we experimentally induced short-term anoxia (1 week) in the northern Adriatic Sea (Mediterranean) and examined the two most abundant meiofauna taxa – harpacticoid copepods and nematodes. Both taxa also represent different ends of the tolerance spectrum, with copepods being the most sensitive and nematodes among the most tolerant. We compared two methods: CellTracker Green (CTG) – new labelling approach for meiofauna – with the traditional rose bengal (RB) staining method. CTG binds to active enzymes and therefore colours live organisms only. The two methods show considerable differences in the number of living and dead individuals of both meiofauna taxa. Generally, RB will stain dead but not yet decomposed copepods and nematodes equally as it does live ones. Specifically, RB significantly overestimated the number of living copepods in all sediment layers in anoxic samples, but not in any normoxic samples. In contrast, for nematodes, the methods did not show such a clear difference between anoxia and normoxia. RB overestimated the number of living nematodes in the top sediment layer of normoxic samples, which implies an overestimation of the overall live nematofauna. For monitoring and biodiversity studies, the RB method might be sufficient, but for more precise quantification of community degradation, especially after an oxygen depletion event, CTG labelling is a better tool. Moreover, it clearly highlights the surviving species within the copepod or nematode community. As already accepted for foraminiferal research, we demonstrate that the CTG labelling is also valid for other meiofauna groups.

Temperature dependence of planktonic metabolism in the subtropical North Atlantic Ocean

Povzetek: The temperature dependence of planktonic metabolism in the subtropical North Atlantic Ocean was assessed on the basis of measurements of gross primary production (GPP), community respiration (CR) and net community production (NCP), as well as experimental assessments of the response of CR to temperature manipulations. Metabolic rates were measured at 68 stations along three consecutive longitudinal transects completed during the Malaspina 2010 Expedition, in three different seasons. Temperature gradients were observed in depth and at basin and seasonal scale. The results showed seasonal variability in the metabolic rates, the highest rates being observed during the spring transect. The overall mean integrated GPP / CR ratio was 1.39 ± 0.27 decreasing from winter to summer, and the NCP for the subtropical North Atlantic Ocean during the cruises exhibits net autotrophy (NCP > 0) in about two-thirds (66%) of the total sampled communities. Also, we reported the activation energies describing the temperature dependence of planktonic community metabolism, which was generally higher for CR than for GPP in the subtropical North Atlantic Ocean, as the metabolic theory of ecology predicts. Furthermore, we made a comparison of activation energies describing the responses to in situ temperature in the field (EaCR = 1.64 ± 0.36 eV) and those derived experimentally by temperature manipulations (EaCR = 1.45 ± 0.6 eV), which showed great consistency.
