A systematic assessment of the revised Nutri-Score algorithm : potentials for the implementation of front-of-package nutrition labeling across Europe

Povzetek: Front-of-package nutrition labeling (FOPNL) is an important public health tool, and the introduction of harmonized FOPNL in Europe is one of the most ambitious food labeling changes in decades. Nutri-Score (NS) has been considered for implementation across Europe. However, NS is subject to strong opposition, particularly from the food industry and some agricultural sectors (such as cheese and cured meat), but also from some nutrition scientists and public health professionals, which highlights that the system is not sufficiently aligned with food-based dietary guidelines and the latest scientific literature. These concerns were recently addressed in a revised version of NS (NS2023), aiming to overcome the limitations of its predecessor (NS2021). Our aim was to assess whether these limitations were addressed and to investigate their alignment with dietary guidelines. A systematic literature review identified 20 limitations of NS, assigned to 3 groups (Food-based, Component-based, and Other Dimensions of Food Quality). Subsequent assessment of NS employed a large representative branded food database of 19,510 pre-packed foods. Alignment with dietary guidelines was assessed based on agreement with the WHO Europe nutrient profile (WHOE). NS2023 was shown as notably stricter compared to NS2021 (7% fewer products received the higher grades A or B) and more aligned with WHOE (κNS2021 = .59, κNS2023 = .65). Overall, most (65%) of the limitations were addressed to some extent; these were mostly Food-based limitations, followed by Component-based, whereas the Other Dimension of Food Quality (processing, sustainability, portion sizes) remained mostly unaddressed. We can conclude that the revised NS2023 increased its potential for implementation across Europe. Our review identified all limitations, relevant or not, which were mentioned in the scientific literature. Therefore, some mentioned limitations may never be solvable in the scope of nutrient profiling. Others could be further addressed by adaptation of the visual presentation, but increased complexity of the labeling message would also reduce the potential of the FOPNL to support consumers in healthier food choices. Additional research is also necessary to explore the potential impact of the revised NS2023 on food reformulation and its perception among consumers.

From Policy to Practice : EU Circular Economy Legislation and Slovenia’s Implementation Challenges—A Systematic Review

Povzetek: The Circular Economy (CE) has become a foundation of the European Union’s sustainability strategy, aiming to dissociate economic growth from resource use. This article examines the legislative and monitoring frameworks underpinning the European Union’s CE transition, with a particular focus on Slovenia. A systematic review conducted in accordance with the PRISMA 2020 guidelines, EU-level policy analysis, and national indicator evaluation, this article explores the alignment between Slovenia’s national strategies and EU objectives. While Slovenia has demonstrated policy ambition and performs well in municipal recycling, it underperforms in circular material use and domestic material consumption. Governance fragmentation, limited sectoral integration, and monitoring challenges are key barriers. The study contributes to CE research by offering a country-level perspective on policy translation and performance. Recommendations are proposed to strengthen governance, data systems, and sector-specific roadmaps. These conclusions offer valuable insights for scholars and policymakers involved in implementing CE across multi-level governance systems.

Citizen science for monitoring plastic pollution from source to sea: a systematic review of methodologies, best practices, and challenges

Povzetek: Citizen science provides a valuable approach for tracking plastic pollution; however, its effectiveness is often limited by methodological inconsistencies, concerns about data quality, and a persistent gap between data collection and policy implementation. This systematic review addresses the key question: What constitutes a comprehensive set of best practices for addressing these issues and enhancing the scientific and societal impact of citizen science in monitoring plastic pollution from source to sea? Analyzing 84 studies, from beach cleanups to microplastic sampling, this review synthesizes best practices and identifies remaining gaps. It presents a structured framework designed to enhance data quality and volunteer participation. Key challenges include the ‘microplastic analytical bottleneck,’ the ‘digital divide,’ and notable geographical and demographic disparities that hinder the integration of policies. While citizen science is effective for large-scale data collection, its main challenge is translating data into actionable policies. The main contribution of this review is a series of practical recommendations aimed at improving methodological consistency, ensuring fair volunteer participation, and facilitating the transition from citizen data to evidence-based environmental management, thereby enhancing the effectiveness and impact of citizen science.

Coming to terms with the communist regime in Slovakia

Povzetek: The paper deals with the complicated process of coming to terms with the communist regime in Slovakia. Since the fall of the communism in 1989 the process has attracted the attention of researchers and the public. In many ways, this process is seen to have been unsuccessful –communist crimes remain unpunished and the “drawing of thick lines” prevails. Some representatives of the communist regime have even been honoured with memorial plaques, despite public protests. However, the situation has changed in recent years. Several acts have been adopted to help former political prisoners and to reduce the pensions of communist officials.

Governing by slogans

Povzetek: Throughout recorded history, slogans have been an important part of our public life. From political rhetoric and propaganda, to social movements and awareness-raising campaigns, their usage has overcome historical periods, cultural barriers, ethnic affiliation, political systems, party allegiance or personal taste. Arguably more than any other linguistic ‘device’, slogans deliver a clearly recognizable message with as little complexity as possible. Nevertheless, despite their rhetorical‘economy’, the narratives provided by slogans have also been associated with a simplified or even reductionist portrayal of otherwise complex or controversial phenomena. This article aims to address a range of previously neglected aspects associated with slogans and governmentality. The introductory part provides a genealogy of discussions over slogans and the main shortcomings the use of slogans has been associated with. The central part takes a closer look at zero tolerance, a flagship policy associated with the neoliberal logic of governance. The concluding part of this article outlines the subversive character associated with the mechanism of sloganization.

An Ex Ante approach to the resilience and recovery plan’s impacts on sustainable tourism in Algarve and Alentejo

Povzetek: The European Union has been trying to adjust its tourism policy in response to the challenges posed by the recent COVID-19 pandemic. The funding of the EU Cohesion Policy has been one of the primary mechanisms guaranteeing that all regions can be prepared to receive tourists and cope with the sustainability challenges the pandemic has raised. The recovery and resilience plan (PRR) is the most recent instrument created to help economic growth in most European Union countries. The implementation of the PRR in Algarve and Alentejo has been fundamental to understanding the Portuguese tourism sector, as these regions are heavily dependent on tourism sector revenue and were hit hard by the consecutive lockdowns in recent years. Therefore, this policy, in brief, critically assesses the tourism-related projects that received funding from the PRR until November 2023 (ex ante) and their potential to guarantee long-term tourism sustainability in Algarve and Alentejo. Despite not achieving the expected efficiency results due to delays in project execution and low investment, the PRR is still a positive upgrade for tourism-related policy in Algarve and Alentejo.

Private forest owner typology based on post-disturbance behaviour in Slovenia

Povzetek: In recent years, Europe has experienced an unexpectedly high frequency of natural disturbances. Private forest owners (PFOs), who manage a significant proportion of European forests and have diverse objectives and approaches to forest management, play a crucial role in salvage logging. The aim of this study was to (i) categorise PFOs based on their forest management objectives, experience with regular forest management, and responses to natural disturbances, and (ii) propose policy implications for particular PFO groups to improve salvage logging operations and meet legal requirements. A survey was conducted among a random sample of PFOs whose forests were affected by natural disturbances (n = 547). The survey data were analysed using K-means cluster analysis, and three groups of PFOs were identified. The outsourcing-oriented managers (32%) responded most strongly to natural disturbances, with 96.0% carrying out salvage logging. This highly co-operative group often relies on forest contractors and demonstrates the highest commitment to performing forest management activities among the three groups. The self-reliant managers (42%) also responded strongly (92.6% carried out salvage logging) and are characterised by a strong preference for performing the work themselves. The group of less active managers (26%) included the highest proportion of PFOs who did not conduct salvage logging (19.0%) and those with no previous forest management experience (12.0%). Despite these differences, common policy instruments based on smart regulation principles are proposed to promote efficient salvage logging. The results may contribute to the holistic transformation of forest policy and management in response to the current challenges posed by large-scale natural disturbances.
