Public authorities for transformative change : integration principle in public funding

Povzetek: Although science widely supports moving towards transformative change through integrating biodiversity into decision-making, and arguing for the essential role of public authorities, it falls short on suggesting specifc means to that end. This article considers the EU’s approach to fostering the green transition as part of its post-pandemic recovery while exploring how the integration of biodiversity considerations could be integrated into decision-making. The rationale and implementation of the EU’s do no harm principle is examined, which functioned as a condition for public funds. The analysis shows the mentioned EU policy innovation has a very limited impact. The role of do no harm has been limited to validating, rather than initiating policy measures. It has failed to infuence the design of measures such that they would beneft biodiversity and not encouraged synergies between the climate and biodiversity goals. Based on the experience with do no harm as well as the more focussed regulatory action directed at the goal of climate neutrality, the article lists key steps for fostering biodiversity integration in policy planning and policy implementation. These steps encompass substantive and procedural approaches and aim for deliberation, target-setting, tracking, verifcation and screening. There is considerable scope for robust regulation to play a role in support of the biodiversity goals alongside transformative bottom-up initiatives.

Socioekonomska študija učinkov projekta Life NarcIS : končno poročilo študije

Povzetek: Študija socioekonomskih učinkov projekta LIFE NarcIS prinaša vpogled v zapuščino 4-letnega projekta LIFE NarcIS (LIFE19 GIE/SI/000161), ki se zaključuje decembra 2024. Identificira učinke razvoja ključnega rezultata projekta – sistema NarcIS – in podaja priporočila za njegov nadaljni razvoj. Analiza je bila opravljena na podlagi rezultatov ankete, intervijujev, fokusnih skupin, študije primerov in ekspertne analize. Sistem NarcIS ima večplastne in multiplikativne učinke. Med družbenimi in okoljskimi učinki so izpostavljeni predvsem doprinos k zbiranju podatkov in njihovo organizacijo, večja ozaveščenost o pomenu digitalizacije, razvoj digitalnih kompetenc in povečanje delovne učinkovitosti. Izpostavljen je velik doprinos k ozaveščanju o pomenu naravovarstva in biodiverzitete, ter ustvarjanje potencialnih delovnih mest. Prepoznani so bili tudi skupnostni učinki sistema NarcIS, kot je izboljšanje kakovosti odločanja na državni ravni in spodbujanje občanske znanosti. NarcIS povezuje strokovnjake, organizacije in državljane, kar prispeva k mreženju, sodelovanju in večji ozaveščenosti o biodiverziteti in naravovarstvu ter spodbuja skrbstvo za naravo. NarcIS prinaša tudi ekonomski doprinos, saj vodi tako v časovne kot tudi v finančne prihranke, izboljšuje strokovnost postopkov, kot so okoljske presoje, in omogoča bolj informirane odločitve. Sistem olajšuje spremljanje ključnih trendov, ki ogrožajo kmetijstvo, s čimer zmanjšuje tveganja za negativne učinke na gospodarsko dejavnost. Ravno tako je pričakovati povečanje znanstvenih raziskav, kar ima gospodarske koristi in ustvarja nova kakovostna delovna mesta, pomembna za razvoj družbe znanja. Prepoznani so tudi tehnični učinki, zlasti centralizacija podatkov in njihova dostopnost, vnos naprednih programskih orodij, kot so vtičniki in uporabniški vmesniki, pa tudi uvedba umetne inteligence. NarcIS se srečuje tudi z nekaj izzivi. Ti so povezani z integracijo in dostopnostjo obstoječih podatkov ter njihovo ureditvijo, verodostojnostjo in kvaliteto podatkov ter medinstitucionalnim sodelovanjem. Uporabniki sistema NarcIS za njegov razvoj predlagajo predvsem širitev podatkovne baze, boljšo organizacijo sistema, učinkovitejšo komunikacijo na različnih ravneh, izboljšanje uporabniške izkušnje ter zagotovitev stabilnega in dolgoročnega financiranja. Na podlagi izvedene študije dejanskih učinkov, strateških dokumentov in smernic je pričakovati še nadaljne sinergije in potencialne učinke informacijskega sistema NarcIS. Sistem NarcIS se mora razvijati v vse bolj robusten in celovit sistem. Izluščili smo devet temeljnih ciljev: Nadaljnje polnjenje sistema NarcIS; Zagotavljanje kakovosti podatkov; Promocija in povečanje privlačnosti sistema NarcIS uporabnikom; Navezovanje NarcISa na gibanje odprte znanosti, promocija načel FAIR ter izkazovanje transparentnosti, sodelovanja in široke uporabe; Razvoj analitične vrednosti sistema NarcIS, zlasti za namen zmanjšanja pritiskov na naravo in biodiverziteto oziroma izboljšanje stanja; Nadaljevanje izobraževanj in usposabljanj o koristih in uporabi sistema NarcIS; Umestitev vzdrževanja, rednega posodabljanja, nadgradnje in razvoja NarcISa v proračun kot osnovne infrastrukture v podporo osnovnim ciljem in že sprejetim zavezam na področju narave in okolja; Spremljanje učinkov sistema NarcIS in zadovoljstva uporabnikov ob večjih mejnikih. Pri vsakem cilju smo opredelili dodatne podcilje in jih povezali s specifičnimi priporočili za razvoj NarcIS-a, ter priporočili za oblikovanje socioekonomskih kazalcev za nadaljnje vrednotenje učinkov in vplivov informacijskega sistema po koncu projekta LIFE NarcIS (v fazi After LIFE NarcIS), in sicer v 3- in 10-letnem obdobju. Podrobni priporočeni kazalci, ki jih navajamo, terjajo monitoring uporabe in učinkov sistema NarcIS, pa tudi povezovanje z mednarodnimi partnerstvi in mrežami, da bi na daljši rok zagotovili odličnost slovenskega sistema z naravovarstvenimi podatki. Ob številnih pozitivnih učinkih, ki jih sistem NarcIS beleži v prvi fazi razvoja, in so zlasti skupnostne, družbene in ekonomske narave, se mora v naslednji fazi fokus usmeriti zlasti na doseganje okoljskih učinkov, saj je temeljni cilj obsežnih naporov za vzpostavitev in razvoj sistema NarcIS namreč zmanjšanje pritiskov na naravo in biodiverziteto ter njihovo varstvo.

Understanding and managing imposter phenomenon within the marine science : insights from 314 years of cumulative experience

Povzetek: Imposter phenomenon is widely felt in academia, yet its lived experience within marine science remains underexplored. To address this gap, in this commentary we draw on the collective reflections of a diverse group of interdisciplinary marine researchers who have (and continue to) experience imposter phenomenon. We examine how it emerges, how it affects our careers, and how we have learned to navigate it. Our experiences reveal a broad range of triggers, including toxic or exclusionary work cultures, disciplinary gatekeeping, comparison and performance pressure, gendered expectations, life transitions, and identity‐linked insecurities such as not fitting normative assumptions about what a “marine scientist” looks like. The impacts of imposter phenomenon were similarly varied: withdrawal from professional communities, reduced confidence, self‐limiting behaviours, avoidance of visibility, career instability, and emotional or physical strain. Building from this, we outline strategies that have helped us manage our imposter phenomenon over time. Supportive relationships (through mentorship, peer networks, and community) were central, as were professional therapy, leadership coaching, and building mental‐health literacy. Many of us found strength in reframing negative thoughts, setting boundaries, seeking inclusive environments, and building confidence through meaningful work and collaborations. Maintaining and prioritising physical well‐being, time in nature, and simple acts of kindness also played important roles in helping us overcome the challenges posed by imposter phenomenon. Importantly, several of us came to see that imposter phenomenon can carry a productive dimension. It can foster reflexivity, humility, and critical self‐awareness, qualities essential for thoughtful and ethical marine research. By sharing our own experiences, we hope to help build a marine science community where doubt is met with compassion and care, diverse forms of expertise and knowledge are valued, and all of us can do our best work without questioning our right to be here.

Lessons from literature and case studies on cities and NBS related water governance

Povzetek: This report synthesizes current insights from scientific literature and practical case studies on the governance of nature-based solutions (NBS) related to water in urban contexts. It is developed to inform and guide the engagement with the partnering cities and the planning and governance strategies of the NATURGO project, particularly the Work Packages 3, 4 and 5. In exploring the NBS in urban water systems from a both strategic and practical implementation perspective, the report has five core objectives: (1) to identify leading/promising governance and planning approaches that promote NBS in cities; (2) to understand which phases of the management cycle (goal-setting, analysis, strategy formation, strategy implementation and strategy monitoring) are most critical; (3) to determine the metrics and indicators used to evaluate the effectiveness of interventions on NBS water governance; (4) to analyse barriers and enablers that influence successful implementation of NBS in urban water systems; and (5) to map best practices from diverse urban contexts, including examples relevant to NATURGO case study cities. The report reveals that while enthusiasm for NBS has been growing, successful uptake is far from automatic or widespread. It depends on context-sensitive governance arrangements and steps in coordinating various factors. Much remains unknown about how fragmented mandates play out in practice, how participatory processes can genuinely shift power, how durable collaborative structures are best designed, how decision-making under uncertainty can be supported, and how financing and scaling challenges can be addressed through governance innovations. Effective NBS implementation requires interdisciplinary and transdisciplinary collaboration, strong engagement among the stakeholders, and innovative technological approaches. Addressing barriers such as institutional fragmentation, financial constraints, and capacity gaps is crucial, while leveraging enablers like policy support, stakeholder engagement, and long-term financial planning ensures sustainability. Additionally, continuous monitoring and adaptive management are essential for assessing the effectiveness of NBS projects and ensuring their long-term resilience against climate change impacts. The report highlights the importance of multi-level governance, which involves coordination across local, national, and international levels to align policies and strategies. Recognizing and valuing the full spectrum of ecosystem services provided by NBS helps gain public and political support, driving funding and resource allocation towards NBS projects. Academic debates on the transition to urban water NBS revolve less around acknowledging its complexity, which is widely recognised, and more around how to address unresolved issues: overcoming institutional fragmentation, ensuring participation translates into equity and empowerment, agreeing on metrics for effectiveness, and reforming policy and financing structures to support long-term mainstreaming.

Shaping research in marine functional connectivity for integrated and effective marine science and management

Povzetek: Effective knowledge of ecological connectivity at sea and at the land–sea interface is key to supporting global policy goalsto conserve and restore ocean biodiversity and function. However, a persistent lack of commonality in terminology andunderstanding around the concept of connectivity in marine ecological studies hampers its integration across disciplines,and its application in spatial planning and policy. Building on an extensive literature review, we clarify definitions and subcategories of marine connectivity, and propose a unified conceptual framework for Marine Functional Connectivity(MFC) research to support the integration of multidisciplinary scientific knowledge into management and policy. Weidentify key challenges and future directions for advancing this emerging field, bringing together most strands of marinescience to understand changes in biodiversity and functional interdependencies between habitats and regions. Embed-ding this new integrated MFC research at the core of marine environmental science promises to improve significantlypredictions of environmental and socio-economic change and the sustainable use of ecosystems and resources at seaand at the land–sea interface.
