Farmers' preferences for result-based schemes for grassland conservation in Slovenia

Povzetek: Government-funded payments for ecosystem services (PES) have increasingly been used to facilitate transactions between users of environmental services and their providers. In order to improve the link between payments and the service provided, some countries in the EU have promoted result-based schemes (RBS), which remunerate farmers for ecological results, as part of their agricultural policy. Since PES programs are voluntary, it is important to understand farmers’ responses before more large-scale implementations of RBS are initiated. Using a choice experiment and a mixed logit model, we elicited the preferences of farmers in two Natura 2000 sites in Slovenia for different design elements of a hypothetical scheme for dry grassland conservation. We found that the majority of farmers preferred the result-based approach over the management-based scheme both in terms of payment conditions and monitoring; one group of farmers preferred the RBS very strongly (average WTA of more than 500 EUR/ha/yr) and another group less strongly (average WTA about 200 EUR/ha/yr). Farmers also showed a higher preference for on-farm advise and training in small groups than for lectures, which would be offered to a larger audience. A collective bonus, which would incentivise coordination and could potentially increase participation rates in the scheme, significantly influenced the farmers’ willingness to adopt the scheme. However, the estimated average WTA was comparable or lower than the 40 EUR/ha annual bonus payment. Older farmers and those who managed small and semi-subsistent farms were significantly more likely to be highly resistant to scheme adoption no matter its design.

Latent preferences of residents regarding an urban forest recreation setting in Ljubljana, Slovenia

Povzetek: The goal of this study is to assess residents' preferences for a set of attributes describing the recreation setting in an urban forest (outstanding trees, forest openings, waymarks and information boards, and paved walking trails) and to explore the heterogeneity of those preferences. It was captured by a four-class latent class model used to segment a sample of residents of Ljubljana (the capital of Slovenia), who responded to a choice experiment-based poll. The survey focused on the Rožnik urban forest, for which preferences (also willingness-to-pay) for hypothetical changes in the attributes were assessed. Respondents in class 1 were invariant to changes in the recreation setting. Those in class 2 and 4 stated positive preferences for having more outstanding trees. Class 3 and 4 were in favour of increasing the area of forest openings and enhancing the maintenance of waymarks and information boards. Those in class 4 expressed positive preferences for more walking trails, whereas class 3 valued this negatively. Class membership was affected by respondent age, number of adults in the household, frequency of forest visits, income, and purpose of the visit.

Podpora lokalnega prebivalstva izvajanju naravovarstvenih ukrepov v območjih Natura 2000 poplavnih gozdov Mure

Povzetek: Reka Mura je v svojem celotnem toku vključena v omrežje območij Natura 2000, a so hkrati predeli teh območij v neugodnem ohranitvenem stanju, kar je posledica preteklih hidromelioracijskih ukrepov, onesnaženja voda in krčenja gozdov za nove kmetijske površine. Z javnomnenjsko anketo med prebivalstvom desetih krajev v okolici pilotnih območij Gornje Bistrice in Murske šume (junij–julij 2015; N = 303) smo želeli ugotoviti poznavanje različnih naravovarstvenih režimov, dojemanje omejitev za lastnike zemljišč, mnenje o pritiskih ljudi na poplavne gozdove ter podporo do štirih varstvenih ukrepov za izboljšanje ohranitvenega stanja gozdnih habitatnih tipov v obeh pilotnih območjih. Ugotovili smo relativno dobro poznavanje območij s posebnim režimom upravljanja, splošno strinjanje, da so omejitve v teh območjih pomembne, in da je večinsko prepričanje, da lastnikov zemljišč ne omejujejo precej oziroma zelo ter da poplavni gozdovi ob Muri niso izrazito niti izpostavljeni niti ne-izpostavljeni pritiskom družbe. Na podlagi podpore varstvenim ukrepom – (1) odstranjevanje tujerodnih invazivnih vrst; (2) sajenje vrbe in jelše v habitatih vidre in bobra; (3) osnovanje sestojev avtohtonih drevesnih vrst; (4) povečevanje količine odmrle drevesne biomase v habitatih saproksilnih hroščev – je bilo anketirance mogoče razvrstiti v tri razrede z različnimi preferencami do izvajanja ukrepov. V vseh treh razredih so vprašani izrazili pozitivne preference do večje površine sestojev z avtohtonimi drevesnimi vrstami, v enem do odstranjevanja invazivnih vrst in v enem do vzpostavitve stabilnega stanja populacije saproksilnih hroščev. V dveh razredih so izrazili negativne preference do povečevanja populacije bobra in vidre in hkrati do odstranjevanja invazivnih vrst. Presenetljiva je predvsem ugotovitev, da so bili anketirani bolj naklonjeni stabilizaciji populacij saproksilnih hroščev kot povečevanju populacij bobra in vidre, kar si razlagamo tudi tako, da lahko bober in vidra človeku povzročata škodo (vidra z lovljenjem rib, bober s škodo na kmetijskih pridelkih in na drevju).

Corythucha arcuata (Say, 1832) (Hemiptera, Tingidae) in its invasive range in Europe : perception, knowledge and willingness to act in foresters and citizens

Povzetek: The oak lace bug (OLB) Corythucha arcuata (Say, 1832) is an invasive alien species (IAS) that potentially could have many negative impacts on European oak health. Certain measures can be applied to counteract these effects. However, these measures may not be acceptable for forest managers or other stakeholder groups, such as private forest owners, environmental NGOs or the general public. Thereby, we set out to study the perception and knowledge of foresters and other stakeholders on the health status of European oak forests affected by oak lace bug and to investigate what forest health management measures would be acceptable to these target groups. An online survey questionnaire was designed and distributed via social networks, as well as professional networks via e-mails. The survey questionnaire was completed by 2084 respondents from nine European countries: Austria, Croatia, Belgium, France, Hungary, Italy, Romania, Serbia and Slovenia. Even though only a little over 60% of respondents reported they had noticed the discolouration of oak leaves caused by OLB, almost all (93%) considered it to be a problem. As respondents come from a country where C. arcuata is widespread and established, people%s general knowledge and awareness of OLB began to increase. The survey revealed that foresters thought that the insect affected photosynthesis, acorn crop and the aesthetics of the trees, but cannot cause death of trees. However, they assume that the value of the wood would decrease (this fact is also supported by the respondents who are connected to an environmental NGO), but that OLB does not affect property value. However, forest owners claim that the value of the property can be affected and that people would avoid entering the forest. In terms of potential control methods, respondents preferred biological or mechanical measures over chemical ones. We consider this study to be a good basis for further research on the topic of perception, knowledge and attitudes related to OLB since we can expect that the IAS, such as OLB, will certainly spread to European countries that were not included in this survey.

Three decades of urban forest and green space research and practice in Croatia and Slovenia

Povzetek: Background and Objectives: Urban forests and green space contribute to human wellbeing. Green infrastructure is recognized by the European Union as a planning tool that contributes to the implementation of many public policies, with urban forests and green space as its main building blocks. Croatia and Slovenia are young democracies and recent members of the European Union. Hence, they also need to contribute to the implementation of those policies. Previous review studies on urban forests and green space rarely addressed scientific or professional publications in those countries. Furthermore, the body of knowledge about urban forest and green space research and practice in post-socialist countries is still rather weak. The goal of the paper is (a) to show that urban forest and green space research and practice is much stronger in these countries than it is possible to assume based only on previous review papers or only by searching Scopus andWeb of Science, and (b) to describe publications written by scientists and professionals in the past 30 years. Materials and Methods: We used a trilingual systematic literature review to identify scientific and grey literature in various databases, as well as a snowballing technique, and yielded 211 publications in Croatia and 84 in Slovenia. Results: We identified many more publications on urban forests and green space science and practice in Croatia and Slovenia than it was possible to assume based only on previous review papers and when searching solely publications in English. Croatian authors showed continuity over time in terms of number of publications, while Slovenian publications have been on the rise in the past decade. In both countries, scientific papers were most frequent, and the vast majority of studies addressed capital cities. Croatian publications mainly focused on parks and park-forests, while Slovenian publications focused on urban forests. Interestingly, Croatian authors were a%liated with over 60 organizations, and in comparison to Slovenian authors, have stronger preference towards publishing in their local language. Green space planning and design followed by resource inventory were the most frequent themes. The least addressed themes in both countries were resource management, economic aspects, policy, legislation or governance. Conclusions: Important discussion in the future, especially in Croatia, would be regulation of urban forestry as a profession. Cross-sectoral and interdisciplinary studies, as well as focusing on cities other than capitals in future, can help in addressing issues such as climate change or application of participatory approaches.
