Title:Modelni izračun vpliva ceste na povečanje vrednostnega donosa gozda

Abstract:Opisali smo modelni izračun vpliva gozdne ceste na vrednost gozdne rente. Analizirali smo spremembo karte oblik spravila lesa in gozdno takso v odsekih,na katere izbrana cesta neposredno vpliva. Izračun primerja stroške gradnje in vzdrževanja ceste z razliko v gozdni taksi, ki je posledica spremenjenih stroškov spravila lesa. Diskontirane vrednosti stroškov in donosa primerjamo po treh različicah v odvisnosti od podmen za določanje odprtosti gozda. Raziskava je pokazala, da gostitev cestnega omrežja v že odprte predele gozdov ne povrne stroškov gradnje in vzdrževanja cest, če upoštevamo le nižje stroške spravila lesa. Cesta mora imeti zato poleg gospodarske tudi vrsto socialnih in splošnokoristnih vlog, ki pa jih ne moremo kvantitativno vrednotiti z enotnimi merili, ker še niso postavljena. Postopek primerjave je povsem determinističen, ponovljiv in prilagojen uporabi računalniškega modela pri presoji vpliva obstoječih ali načrtovanih novih gozdnih prometnic.

Title:The influence of a road on increasing the forest yield according to a computer model calculation
Abstract:This paper describes the influence of a forest road on the forest yield, according to a computer model. We have analysed the changes of the map on woodextraction types, and forest taxes in the areas chosen on which the road has a direct impact. The calculation compares construction and maintenance costs with a difference in forest taxes as a consequence of altered wood extraction costs. The discounted value of costs and yield is compared according to three criteria depending on assumptions on establishing the forestḊs openness. Our research work has shown that the further increasing of a road network in open forest areas does not return construction and maintenance costs for roads, considering only the lower costs of wood extraction. Therefore, alongside the economic function, the road must have a series of social functions that cannot be established in financial terms as they have not been established as yet. The comparative procedure is entirely deterministic, repeatable and adapted to the use of a computer model that establishes the influence of existing or newly planned wood roads.
