The potential for EVITA project e-KPIs to be used by Road Authorities

Povzetek: Planning different strategies in road maintenance is one of the most important activities inroad asset management. Assessment of different strategies and their comparison can be done by implementing an appropriate measure - Key Performance Indicators (KPIs). KPIs are currently used in many Road Authorities, and systematic research on the subject and development of indicators has been ongoing for many years. The Conference of European Directors of Roads (CEDR) funded project “EVITA - Environmental Performance Indicators for the Total Road Infrastructure Assets” aimed at developing and integrating new and existing environ-mental KPIs (e-KPIs) into the asset management process, taking into account the expectations of different stakeholders (users, operators, residents, etc.). The research focus was on environmental areas: Noise, with KPIs on day-evening-night & night noise, exposed population, population with sleep disturbance; Air, with KPIs on CO2, NOx, NO2 and PM10 emissions; Water, with KPIs on water quality and salting of roads; and Natural resources and GHG emissions, with KPIs on resource consumption and CO2e calculation. The project outputs were a set of e-KPIs produced after a comprehensive investigation of the state of the art during the project. The main benefit of this project is therefore to provide an applicable solution for the environmental assessment of different road infrastructure assets and to describe the expectations of different stakeholders in form of objective indicators. The ‘User Evaluation Trial’ phase of the project was used to gather feedback on the potential of e-KPIs to be used by national Road Authorities across Europe. Two Slovenian Road Authorities and one each from Denmark and Sweden were involved. The Slovenian Authorities provided input data for case studies, while all evaluated the proposed e-KPIs from their own perspective, taking into account national conditions and specificities.

CoDEC : connected data for road infrastructure asset management

Povzetek: Road infrastructure asset management is rapidly transforming into a digital environment where data accessibility, effective integration and collaboration and accessibility from different sources and assets are key. However, current asset management processes are not yet fully integrated or linked, and there are incompatibilities between various systems and platforms that limit the ability to integrate asset management with BIM. The CoDEC project has sought to understand the current status of information management for assets, including inventory, condition and new data sources such as sensors and scanning systems, to identify the challenges and needs for linking and integrating different data sets to support effective asset management. As a result, CoDEC has developed a data dictionary framework to help link/integrate static and dynamic data for the "key" infrastructure assets (road pavements, bridges, tunnels). This will enable BIM and Asset Management Systems (AMS) to exchange data and help optimise and integrate data management across systems and throughout the different asset lifecycle phases, from build to operation. This work will be followed up with three pilot projects to demonstrate the feasibility of integrating asset data from various sources through linked data/semantic web technology to build the connection between AMS and BIM platforms.

Vehicle–bridge interaction modelling using precise 3D road surface analysis

Povzetek: Uneven road surfaces are the primary source of excitation in the dynamic interaction between a bridge and a vehicle and can lead to errors in bridge weigh-in-motion (B-WIM) systems. In order to correctly reproduce this interaction in a numerical model of a bridge, it is essential to know the magnitude and location of the various roadway irregularities. This paper presents a methodology for measuring the 3D road surface using static terrestrial laser scanning and a numerical model for simulating vehicle passage over a bridge with a measured road surface. This model allows the evaluation of strain responses in the time domain at any bridge location considering different parameters such as vehicle type, lateral position and speed, road surface unevenness, bridge type, etc. Since the time domain strains are crucial for B-WIM algorithms, the proposed approach facilitates the analysis of the different factors affecting the B-WIM results. The first validation of the proposed methodology was carried out on a real bridge, where extensive measurements were performed using different sensors, including measurements of the road surface, the response of the bridge when crossed by a test vehicle and the dynamic properties of the bridge and vehicle. The comparison between the simulated and measured bridge response marks a promising step towards investigating the influence of unevenness on the results of B-WIM.

Assessment of social effects in asset management

Povzetek: The transnational European CEDR project ISABELA (Integration of social aspects and benefits into lifecycle asset management) was launched to define a common basis for social impact assessment in asset management. The aim was to define a holistic asset management framework for social key performance indicators (S-KPIs) and to model social benefits in terms of social effects (monetary and non-monetary), social backlog and social risk. These project results are becoming increasingly important in the context of evaluating different maintenance strategies for road infrastructure networks. While decision makers need to present the consequences of their maintenance strategies and policies on both technical and social levels, ISABELA showed how social aspects can be an integrated part in asset management frameworks, how to present social impacts and how to discuss maintenance needs using social aspects. The project aimed to identify clear and justifiable social key performance indicators in combination with existing technical parameters, taking into account different stakeholders and their needs and expectations. To this end, ISABELA considers maintenance aspects such as traffic availability, disturbance and efficiency (travel time, vehicle operating costs, etc.), road safety (fatal and serious accidents related to asset condition), environment (noise, air pollution, natural resources, etc.) and socio economy (asset value, wider social effects, etc.). In addition to the S-KPIs, ISABELA proposed a decision-making process for the selection of appropriate parameters and models, and demonstrated the assessment of social effects with practical examples.

Diagnostic value of planar myocardial perfusion scintigraphy in patients with coronary artery disease

Povzetek: Patients with suspected or proven coronary artery disease are investigated using noninvasive and invasive diagnostic methods. Noninvasive myocardial perfusion scintigraphy provides data on myocardial perfusion during stress andat rest. Coronary angiography is invasive morphologic method, performed before coronary artery dilatation or surgery. Aim of our retrograde analysis of planar thallium myocardial perfusion scintigrams and coronary angiograms was to assess sensitivity and specificity of rnyocardial perfusion planar scanning and to evaluate causes of possible disagreement. Original readings ofmyocardial perfusion scans and coronary angiograms of 156 patients with coronary artery disease were compared. When results of both investigations were partially concordant or discordant, the original studies were reviewed. Concordant results of both examinations were found in 62% of patients. In only3% (5 patierrts) the results were discordant and the reason for disagreement of results of both studies could not be detected. Most of the remaining 55 patients had more pronounced myocardial perfusion defects than was the estinrated severity of cororsary artery stenosis, attributed to the different nature of both irtvestigations. Anonralous coronary artery was foundirt 3% of all patients, tortuous coronary arteries with slow ftow of coritrast media in 9 patients (6% of all) and arterial hypertension with extreme left ventricular wall hypertrophy in one patient. Serrsitivity of the rnyocardial perfusion scintigraphy was l00% and specificity 50%. Positive predictive valrre for coronary artery disease was 96% and negative predictive value was 100 %. We cconclude that myocardial perfusion scintigraphy has a definite role in: diagnosis and follow-up of patients with suspected or provencoronary artery disease.
